In continuation of my secret despatch to
you, dated the 27th. of September, 1929, and with
reference to your memorandum, dated the 30th. of
October 1929, I have the honour to enclose
translation of a letter, dated the 26th. of September,
1929, addressed to me by Mr. Lu Chih-yun (Luk Chà-wan),
who, you will observe, signs himself as "Commissioner
of the Telegraph Office, Hong Kong". In this
letter Mr. Lu remarks, with what I can only call
effrontery in view of the circumstances of the case:-
"Now I propose to take over charge of the office on
the lst. October, and I send you this letter, hoping
that you will put it on record". I enclose also
copy of a letter, dated the 5th. of October, 1929
which I caused to be sent to Mr. Iu by the
Colonial Secretary, informing him in reply to his
communication that I was not prepared to allow the
office of the Chinese Telegraph Administration in
this Colony to be taken over by anyone, whose name
had not been put forward by the Chinese Government
through the regular diplomatic channels and
formally approved by me,
